  • Written authority to act if you are complaining on behalf of someone else, but you’re not their licenced representative?

What is the nature of your complaint?

Important note: Have you tried to resolve the problem yourself first?

Before you make a complaint to an Ombudsman, you should first try to resolve it with the agency concerned. Many agencies have a complaints process. If this is not the case, you should write to the head or Chief Executive of the agency and make your complaint. An Ombudsman may decide not to investigate your complaint unless you have attempted to do this.

Complaining on behalf of another person?
Are you making a complaint on behalf of another person?

If you’re making a complaint for someone else, you need to be authorised before we can act on the complaint.

If you’re their lawyer, accountant or other licensed professional, you are already authorised.

Otherwise – for example if you’re family or a friend – you’ll have to give us their written authorisation for you to:

  • make a complaint on their behalf
  • receive any personal information about them.

Important note: We may not be able to help if you’re complaining for someone else, and you don’t have their written authority to do so.
